CONSERVATION MEASURES FOR THE MANAGEMENT OF THE WILD
SALMON FISHERY IN 2008
The Minister for Communications, Energy and
Natural Resources, Mr Eamon Ryan, T.D., has made a number
of regulations, bye-laws and orders which provide for,
inter alia, the conservation and management of the wild
salmon fishery in 2008. This legislation reflects the
scientific advice and compliance with international and EU
obligations.
The details of the statutory instruments providing for the
conservation and management measures affecting the Shannon
Region are as follows:-
THE WILD SALMON AND SEA TROUT
TAGGING SCHEME REGULATIONS FOR 2008
The Wild Salmon and Sea Trout Tagging Scheme Regulations
provide for, among other things, the quotas of fish that
can be harvested by commercial fishing engines and rod and
line from those rivers identified in Schedule 2. The
Regulations also provide for the use of brown tags in
specified rivers which are identified in Schedule 4.
In the case of the
Shannon Fisheries Region, the River Feale in Co Kerry and
the River Mulkear in Co Limerick are open to Salmon
angling and have quotas of 4,581 and 2,127 fish
respectively. Both rivers are subject to Bag limits as set
out in Bye Law No. 829. Brown tags apply to the River Mulkear. All other Salmon Rivers in the Shannon Region are
closed to Salmon angling in 2008, including the River
Shannon as scheduled in Bye-law No. C.S. 293, 2007
(Closed Rivers) below.
CONSERVATION OD SALMON AND SEA TROUT BYE-LAW NO. 829, 2007
(Bag limit).
The existing annual bag limit of 10 fish per angler for
the 2008 season continues in rivers identified as being
above their Conservation Limits. This Bye-Law provides for
a season bag limit of 3 fish in the period 1 Jan to 11
May, a daily bag limit of 3 fish from 12 May to 31 August
and a daily bag limit of 1 fish from 1 September to the
end of the season. The Bye-law also provides for the use
of single hooks and prohibits the use of worms as bait
once the specified number of fish have been caught in the
specified periods.

Salmon Conservation Newsletter - Issue No 1
In 2007 the
Irish Government took a major leap forward in salmon conservation. The result
was a cessation in mixed stock fishing for salmon including the ending of drift
netting at sea. The Board recognise the sacrifice of the commercial fishermen
which made the increase return of salmon to the rivers possible.
This years run of salmon into the rivers was
initially slow but from late July onwards salmon began to run in larger numbers.
To monitor salmon runs the Shannon Regional Fisheries Board operates two fish
counters – one on the Feale and one on the Mulkear. A counter has also been
installed on the River Maigue and is to commissioned shortly. Grant approval has
also been given for a counter and ......

TROUT ANGLERS GETTING ITCHY..
Yes we are starting to twist and turn at night
with the thought of another trout season coming on
line. We won't start till March 1st which is on a
Saturday so put in in your diary now and get
working on the brownie points. In the West of
Ireland some fisheries open on February 15th which
is a Friday, and it's the day after Valentines
Day. Naturally all going well I along with a large
number of other local anglers will be heading for
Lough Corrib. The boats are booked and the B & B
are
sorted. All we need now is some suitable weather,
for the opening day on Corrib. The Irish Trout Fly
Fishing Association will be in town on Sunday
February 3rd next. On the day the I.T.F.F.A. will
host their Annual general meeting in the Greville
Arms Hotel. This is an very important meeting for
clubs affiliated to the I.T.F.F.A and a large turn
out is expected on the day. Each affiliated club
is entitled to send two delegates to this meeting
and with eighty clubs registered it should prove
an interesting A.G.M. All clubs by now should have
received their delegate forms, so please fill out
and return as soon as possible. Delegate forms can
be sent to Michael Callaghan (Hon- Sec. I.T.F.F.A.
Virginia RD, Ballyjamesduff, Co. Cavan. Local
clubs affiliated are Derravaragh, Ennell, Bane,
Glore, Lene, Owel and Sheelin. Just taking a quick
glance at the Annual report which is a credit to
all concerned, I see that Lough Bane will host
this years National Youths Qualifier. This will
take place on April 19th 2008. In previous years
Lough Bane have hosted this event and it was a
huge success which we covered. The Club have a
fantastic team of Officers and Committee members
and I am sure the 2008 National Youths Qualifier
will be a success. On the senior end of the
business, some of Westmeath top fly anglers proved
their metal during 2007 and have qualified to
represent Ireland at International level. Well
done to father and son pairing from Killucan Jimmy
and Colin Cahill who will fish in the Spring team.
The Spring International will be fished on Lough
Melvin on Friday June 13th. Another top Mullingar
angler who has represented Ireland before is top
Auctioneer Andrew Duncan. Andy will fish the
Autumn International, which takes place at Llyn
Trawsflnnad North Wales. This date is Friday
September 5th. Best of luck. Naturally in the
coming season I will keep you posted on these
events. Who knows maybe some day I will fly the
Green flag, to date the only opportunity I have
got has being Paddies day, but we will still keep
the faith.
L.O.T.P.A...
Last week Lough Owel Trout Preservation
Association held a committee meeting in the
splendid surrounding of the new Angling Center at
Tullaghan. On the night many issues were discussed
according to Club Chairman Andy Boyle and a date
was
arranged for their Annual General Meeting. The
venue will once again be the Angling Center at
Tullaghan and the date fixed is Wednesday March
12th. Prior to this date the club officers will be
meeting with the Sh.R.F.B. about the proposed
stocking of rainbow trout into Lough Owel. All
going well all members will get a full report at
the A.G.M. The officers and committee members have
worked hard over the closed season, and the
incoming officers and committee members have a
busy season ahead in 2008. All going well we will
keep you up to date in the coming weeks on the
Lough Owel A.G.M.
WORK TAKING PLACE ON ENNELL....
At the moment plenty of work is being carried out
by Westmeath County Council on the lake shore just
up from Whitebridge Bay. This is a very popular
spot for lake users and is used as an picnic area
plus there is public access where local anglers
and visiting anglers can launch their boat and
enjoy fishing or pleasure trips on Lough Ennell.
Over the years the slipway has been used a lot and
local angler reckon it needs to be upgraded. Some
of the original slipway has broken away and it can
be difficult to launch your boat. Unfortunately, I
could not get in contact with some of the local
engineers earlier this week. Hopefully I will have
a chat with them this week and find out what plans
they have for the area.
